Revolutionizing National Identity with MNIC 3.0

Overview

While governments worldwide are increasingly looking to leverage technology to enhance service delivery, ensure security, and simplify citizens’ access to public services. Mauritius is no exception. To modernize its National Identity Card system and meet the demands of a digital world, the Government of Mauritius launched the MNIC 3.0 project. At the core of this initiative were three partners: Thales, Harel Mallac Technologies, and Clavis Technologies.

Clavis Technologies, known for its expertise in digital transformation, played a pivotal role in building the next generation of the MNIC, which now includes cutting-edge features such as a smart card integrated with a digital wallet, mobile applications, and a seamless enrollment-to-issuance process. The result? A revolutionary identity system that positions Mauritius as a leader in digital governance across Africa.

The Challenge

The original identity card system, MNIC 2.0, was introduced in 2013 but soon faced limitations. Security features became obsolete, and the system was vulnerable to identity fraud. Additionally, the old system was unable to fully support the growing demand for online public services, leading to inefficiencies and a need for modernization.

The Government of Mauritius sought to address these challenges with a new and improved solution—MNIC 3.0. This smart ID would not only enhance security but also offer digital services that could cater to a tech-savvy population. The goal was to launch a smart ID card with biometric features, integrated mobile applications, and a digital wallet, all while ensuring seamless service delivery for both government and private-sector transactions.

The Clavis role

We were entrusted with creating a holistic digital solution that would address the government’s needs. With a focus on AI, ML, Intelligent Document Processing (IDP), NLP, and application development, Clavis designed and developed several key components for the project:

  • The MNIC Website: Serving as a primary interface for citizens, the website allows users to apply for the MNIC 3.0 from the comfort of their homes. This online portal provides an end-to-end solution, covering everything from initial registration to ID issuance.
  • Mobile Applications: Two citizen-facing mobile apps were developed to bring digital identity services to the fingertips of Mauritian citizens. With these apps, citizens can use the mobile version of the ID, access online services, and even digitally sign documents. The verifier apps, on the other hand, were designed to allow third-party verification of the IDs in a secure and efficient manner.
  • Digital Wallet Integration: A crucial part of the second phase, the digital wallet will enable Mauritian citizens to store and access a digital version of their ID, allowing for secure online transactions, from voting to accessing healthcare, without needing the physical card.

The Solution and Benefits

Launched on 26 February 2024, the first phase of MNIC 3.0 brought a new, highly secure physical ID card, with features like laser-etched photographs, embossing, and biometric data to prevent identity theft. Clavis Technologies ensured that the entire ID enrollment and issuance process was streamlined and secure, with the MNIC website allowing citizens to complete the process digitally.

The second phase, currently in development, will introduce the Mobile ID—a fully digital version of the MNIC stored in a mobile app, effectively replacing the traditional card for online services. Citizens with either the MNIC 2.0 or 3.0 versions will be able to benefit from these digital features, extending the reach of digital services to a broader population:

  • Enhanced Security: The MNIC 3.0 card features state-of-the-art security elements, including biometric authentication, making it nearly impossible for bad actors to duplicate or manipulate identities. The digital wallet further strengthens security, ensuring that even online transactions remain protected.
  • Streamlined Public Service Access: Citizens can now access multiple government services with a single, universally accepted ID. This reduces bureaucratic delays, enhances service delivery, and allows for more efficient public administration.
  • Digital Transformation: As part of the government’s broader digital transformation efforts, MNIC 3.0 enables citizens to access government services online, reducing the need for physical visits and paperwork. Digital signatures, enabled by the MNIC mobile apps, further contribute to the shift toward a paperless government.
  • Fraud Prevention: By using biometric data and robust security measures, MNIC 3.0 greatly reduces the risk of identity fraud. Citizens can rest assured that their data is protected, while the government can trust that its services are only reaching eligible individuals.
  • Future-Proofing Governance: With the introduction of the Mobile ID and digital wallet, the MNIC 3.0 project positions Mauritius at the forefront of digital governance in Africa. The government is already exploring additional features, including improved data protection measures, ensuring that the system remains relevant and secure for years to come.
