Managed by the Civil Status Division under the Prime Minister’s Office, the Mauritius National Identity Card (MNIC) system is a mission-critical biometric infrastructure serving 1.1 million citizens. Historically, the core business of providing secure, verifiable identity was hindered by manual registration and issuance processes. This legacy approach created significant friction, as citizens had to make physical visits to Regional Information Centres (RICs) for even the most basic identity updates.

With a mission to become a digital-first nation, they built MNIC Portal 3.0, a robust web ecosystem that unified fragmented workflows between citizens, Government, and third-party agencies. From online pre-registration and real-time appointment scheduling to managing digital signatures and reporting lost cards, the portal replaces physical queues with a transparent, digital-first operation. The result is a highly scalable ecosystem that ensures 99.9% data integrity while fostering national trust through real-time service visibility

The Challenge

The Mauritian Government is tasked with the mission-critical responsibility of managing the national identity of 1.1 million citizens. However, the existing infrastructure had become a significant roadblock to the nation’s digital goals. Data remained siloed within an aging system, mandating citizens into time-consuming physical visits for even simple updates, like an address change or tracking a lost card. This lack of transparency and scalability wasn’t just an administrative headache; the stakes were a widening gap between government efficiency and citizen expectations.

Without a modern intervention, the government faced increased risks in data accuracy, revenue leakage through inefficient service delivery, and the inability to securely integrate third-party agencies into the identity ecosystem. Clavis Tech partnered with the Mauritius Government to break these boundaries by shifting the entire identity experience from a static, manual process to an agile, digital-first operation.

The Solution

The strategy for the MNIC 3.0 revamp was built on the principle of ‘Connected Governance.’ Clavis Tech moved beyond simple coding to design a high-availability roadmap that transformed the identity card from a static plastic document into a living digital ecosystem. By conducting a deep-dive audit of existing data silos and security protocols, the team architected a unified platform that serves as the single source of truth for national identity management.

Unified Open-API Ecosystem:
Clavis Tech built a unified framework using Open APIs that allow citizens, third-party agencies (like banks or telecom providers), and the Government to connect seamlessly on a single platform. This ecosystem includes a Citizen Portal for self-service, an Agency Portal for secure identity verification via SDKs, and an Administrative Dashboard for granular control. To manage physical traffic at RICs, the team integrated the MoRendezvous queuing system, allowing citizens to book appointments digitally before they arrive.

Digital Identity Lifecycle Management:
The portal empowers citizens to manage their identity status entirely online through a simple register, verify, access journey. Users can report lost or stolen cards, track the status of replacements, and initiate address updates by uploading digital proofs. The team integrated Digital Signage and signing features, allowing citizens to legally authenticate documents and interact with government services without physical paperwork.

Secure Biometric & Fraud Prevention:
At the heart of the solution lies the seamless integration of Thales APIs for real-time card status verification and MauPass Single Sign-On (SSO). To prevent fraud and ensure data integrity, the system utilizes a multi-layered verification workflow where RIC officers validate digital applications against physical records. Every step of the investigation and approval process is captured in a comprehensive Audit Trail within the portal backend to prevent unauthorized tampering.

Secure Transactions & Disaster-Safe Resilience:
To facilitate a paperless economy, the platform features a secure Payment Gateway integration for all card-related fees. Recognizing the mission-critical nature of national identity, the system is backed by a rigorous Incident Response and Disaster Recovery framework. This includes automated, regular data backups and a multi-tiered recovery plan to ensure absolute business continuity in the event of system failures
