The Mauritius National Assembly, the heart of the nation’s democratic process, faced significant bottlenecks due to a reliance on massive physical document trails and manual record-keeping.
Clavis Tech introduced a secure, real-time platform along with a mobile application —the Mauritius Parliament Sitting App. This partnership redefined the legislative lifecycle by eliminating high overhead costs and automating internal communication. The result is a sustainable, paper-free environment that ensures critical legislative data is available the moment it is needed, without disrupting the sanctity of parliamentary protocols.
The Challenge
The Mauritius National Assembly operates in a high-stakes environment where the accuracy and availability of legislative documents are non-negotiable. However, for decades, the assembly was tethered to a paper-heavy workflow that incurred massive recurring costs. The logistics of printing, manual bundling, and shipping daily agendas and bills for every session created a massive financial and operational burden.
Beyond the expense, the core roadblock was the communication gap between live floor debates and official records. Without a digital bridge, staff struggled with manual formatting and multilingual merging, leading to “information lag” that slowed the nation’s legislative pace.
To move forward, the Assembly needed to transition into a digital-first era to secure fiscal savings and ensure that public notices, bills, and acts were available to stakeholders in real-time.
The Solution
Clavis Tech audited the Assembly’s legislative lifecycle to build the Mauritius Parliament Sitting App. Our strategy focused on replacing high-friction physical logistics with an intelligent, native mobile environment. By integrating deeply with legacy databases and ensuring high-tier data security, we converted a costly manual process into a streamlined digital roadmap.

Legacy system integrations and large data migration: Executed a high-integrity migration of millions of historic records while bridging the gap between aging on-premise databases and the new mobile platform.
Cognitive search: Implemented an AI-powered search engine that allows members to instantly query millions of historic records using natural language and metadata.
Workflow automation with calendar reminders: Integrated automated alerts and scheduling to ensure MPs and staff stay updated on session agendas, bill deadlines, and committee meetings.
Automated transcription and layout formatting: Engineered a solution that records live debates and automatically generates formatted transcripts confirming to Hansard, significantly reducing manual drafting, layouting and distribution.
Admin staff training and services: Provided comprehensive hands-on training and ongoing support to ensure the Assembly’s technical and administrative teams could manage the new ecosystem independently.
Integration with Microsoft Word and Adobe InDesign: Developed bespoke plugins allowing staff to create and export legislative documents directly into the digital ecosystem without changing their preferred editorial tools.
