The Story
The United Nations Development Programme (UNDP) faced the monumental challenge of managing critical legislative records through fragmented, manual processes that hindered speed and transparency. Clavis Tech partnered with the UNDP to architect a custom, open-source Parliamentary Electronic Document Management System (PeDMS) that automates the entire document lifecycle and enables seamless functioning of the parliament.
The result is a high-performance digital ecosystem that ensures legislative accuracy, slashes retrieval times to under 5 seconds, and provides a “single source of truth” for the nation’s laws.
The Challenge
As the legislative heart of Mauritius, the UNDP handles high-stakes documents—bills, acts, Hansards, notices, and committee reports—that require collaboration, tracking, approvals and publishing within one streamlined cycle. However, the institution was tethered to legacy workflows where document creation, amendments, and archiving were siloed, manual, and highly time-intensive—driving up operational costs rather than delivering efficiencies This lack of integration created significant friction in version control and made public dissemination slow and labor-intensive.
The implications were substantial. The heavy reliance on manual processes introduced persistent time lags, reducing operational efficiency, and limiting the Assembly’s ability to respond swiftly to legislative demands. Without a digital transformation, the Assembly faced growing risks to data integrity due to administrative overhead, potential loss of critical historical records, and escalating maintenance costs tied to manual processes. At the same time, limited accessibility widened the gap between the institution and the public it serves. They needed a solution that didn’t just store documents but actively managed the “pulse” of the legislative process.
The Solution
At its core, the PeDMS is designed as a centralized, web-based portal that streamlines the legislative authoring and amendment processes by managing the entire document lifecycle—from initial drafting and revision to public dissemination and long-term preservation.
Built upon a robust Open API system, the platform serves as a foundational ecosystem that ensures seamless interoperability with third-party applications and existing parliamentary digital assets. This architecture allows the National Assembly to monitor every stage of a document’s life (Capture, Create, Classify, Share, Retain, and Archive) within a secure, unified environment integrated directly into their Intranet.
To address the diverse needs of parliamentary operations, Clavis Tech engineered a multi-modular suite that digitizes every functional requirement of the Assembly. The Parliamentary Module digitizes high-stakes processes like the Oath of Allegiance and Presidential Messages, while the Executive and Members Modules manage Cabinet business and Member Questions. Specialized International Relations and Protocol Modules handle global partnerships and diplomatic visits, all governed by a unified Workflow engine that automates the sequence of events in the Chamber.
Here are the core capabilities of the system:
Workflow engine & integration: Automatically triggers related processes such as document uploading or indexing. It allows administrators to define and follow the status of a document’s life cycle in real-time, ensuring a seamless flow of information across the turnkey solution.
Advanced search & discovery: Provides authorized users with free-text, Boolean, and fuzzy search capabilities across all file types. Results are displayed in under 5 seconds, allowing for quick retrieval of metadata, archived documents, and linked legislative files.
Document lifecycle & version control: Supports collaborative drafting with robust version control. The system records and shows every change made by each user, providing a clear audit trail and a mechanism for obtaining approval or rejection through integrated commenting features.
Archiving (online/nearline/offline): Features a smart archiving workflow where the system resides on a Nearline server for fast data access. It enables users to read/write files directly to the system with automated indexing, tagging, and preview capabilities via a GUI.
Task & workspace management: Offers distinctive workspaces for user groups to organize individual work. It automatically assigns tasks when a user is added to a workflow, updating the status instantly as documents are processed or routed for further approval.
Security & authentication: Integrates Digital Signature and OTP systems for secured tasks like PDF signing. It utilizes LDAP/Active Directory for Single Sign-on (SSO), ensuring that users only access documents and metadata according to their specific roles.
Multi-platform integration: Acts as a central hub connecting the National Assembly website, Parliamentary TV, Hansard transcription software, and the Voting System. This ensures that any information intended for the public is automatically generated and published from the PeDMS.
Scheduling & planning facility: Features an interface to create and maintain specific agenda schedules for repeating workflows, such as Order Papers. The facility supports both tabular and form views to edit agenda workflows based on the Office of the Clerk’s sequence of events.
MS Office & email connectors: Includes custom plugins for MS Word and Outlook, allowing users to save files or move specific emails directly into the PeDMS. It supports SMTP integration for automated email notifications regarding task progress and system events.
