The Story
The Mauritius National Identity Card (MNIC) system is a mission-critical biometric smart card infrastructure managed by the Civil Status Division under the Prime Ministerβs Office. With a smartphone penetration rate of 150%, the Government of Mauritius recognized that the future of The Mauritius National Identity Card System was inherently mobile. However, transitioning from a physical smart card to a digital ID required more than just an app; it required a secure, high-trust ecosystem capable of handling biometric data on the move.
Clavis Tech engineered a dual-application solution: the MNIC Digital Wallet for citizens and the Verifier App for authorities. By replacing legacy friction with a bank-grade mobile experience, Clavis Tech empowered citizens with smooth credential sharing and provided authorities with the agility of instant, offline verification.
The Challenge
The Mauritius Government faced a unique challenge: while Mauritians were digitally savvy, the existing identity infrastructure was tethered to physical card readers and office visits. The challenge was to create a mobile identity that was as legally trustworthy as a physical card while ensuring it could be used in various environmentsβfrom remote police checkpoints with poor connectivity to secure bank entries.
The roadblock was two-fold: ensuring bank-grade security on consumer devices and maintaining data privacy during peer-to-peer verification. The stakes were high; any security breach in a national ID app would undermine the entire Digital Mauritius roadmap. Clavis Tech helped the Govt. with building a solution that balanced high-end encryption with a zero-learning-curve user experience.
The Solution
To bridge the gap between physical cards and digital mobility, Clavis Tech engineered a synchronized dual-app ecosystem that extends the authority of the national ID into a secure mobile environment. Our strategy centered on the Thales IDV (Identity Verification) framework, ensuring that the mobile app was an extension of the citizen’s physical identity, not just a digital copy. Here are the core pillars of the mobile transformation.
Secure onboarding & liveness detection:
Clavis Tech implemented a high-trust enrollment process utilizing MauPass identification and hardware-level Face Recognition. To prevent identity duplication and ensure data integrity, the system performs Real-time Liveness Detection. This crucial feature maintains the validity of the ecosystem by verifying that the user is a living person, automatically cross-referencing records to prevent the use of credentials belonging to deceased individuals.
The citizen wallet App & eKYC:
Powered by Thales IDP validation, the app acts as a hub for eServices (eKYC). Citizens can perform a change of address or report a lost card instantly. Through this secure interface, users can also download a certified PDF copy of their digital IDβ featuring an official MNIC Digital Certificationβfor secure sharing with banks and agencies.
The verifier app:
Designed for law enforcement and agencies, this app uses encrypted QR code scanning to verify identities. The team built an offline synchronization engine that allows authorities to validate the authenticity of a Digital ID without needing a constant database connection.
Digital & physical signature integration:
Moving beyond simple data display, the app supports both Digital Signatures for electronic document authentication and Physical Signature capture. This allows citizens to execute legal transactions and verify documents with the same authority as a wet-ink signature, all from within the secure mobile environment.
BLE-enabled online connectivity:
The app utilizes an Open API framework and Bluetooth Low Energy (BLE) to maintain a persistent, secure connection with the National Identity system. This ensures that the Citizen, Government, and Agencies remain synchronized in real-time, allowing for instant updates to card status, credential refreshing, and secure data exchange.
Offline verification:
For environments with zero connectivity, we engineered a robust Offline Verification engine. Using BLE and Encrypted QR Codes, law enforcement and authorized agencies can use the Verifier App to validate a citizenβs identity without needing an active internet connection. This ensures 24/7 verification capability across the entire territory, including remote areas.
Mobile-first responsive UX:
Recognizing the diversity of devices in Mauritius, the team utilized a responsive design approach, ensuring the appsperform seamlessly on both entry-level and flagship iOS and Android devices.
Resilient Architecture & Disaster-Safe Continuity: Β Β Β Β Β The mobile backend is fully synchronized with the national infrastructureβs disaster recovery protocols. This ensures that even if a physical card is lost or a system failure occurs, the mobile digital identity remains a persistent and verifiable “Single Source of Truth,” backed by regular data backups and incident response measures.
