The Story
The Mauritius Research and Innovation Council (MRIC) is the peak body advising the Government on scientific and technological policies. To transform Mauritius into a knowledge-based economy, the Council required a way to centralize and disseminate vast amounts of scholarly content, research reports, and media.
Clavis Tech partnered with MRIC to build a robust open access online repository to withstand high concurrent traffic. Developed across two strategic phases, the Mauritius research repository now serves as a secure, searchable hub for reports, datasets, and scholarly content, enabling seamless collaboration between the public sector, private innovators, and the general public.
The Challenge
As the apex body advising the Government of Mauritius on scientific and technological policies, the MRIC is tasked with fostering, promoting, and coordinating research across all economic spheres. However, the Council faced a significant roadblock: their vast library of research outputs remained siloed, with no streamlined way for researchers, innovators, or the general public to access existing findings. This lack of visibility stifled the potential for commercialization and left the Council reliant on inefficient, manual methods of data sharing that could not handle modern digital objects like videos and complex datasets.

The Solution
Clavis Tech delivered an end-to-end consultancy and software solution, moving from foundational architecture in Phase 1 to advanced operational enhancements in Phase 2.
In Phase 1, Clavis Tech focused on building the core architectural foundation. This involved setting up the 3-tier MVC environment on a Linux/MySQL stack and executing a critical migration of over 350 legacy digital objects. The company prioritized the onboarding of the first 20 institutional publishers, ensuring the platform had a robust baseline of verified research data before going live to the public.
In Phase 2, Clavis Tech team shifted focus toward national collaboration and ecosystem expansion. The team introduced the Independent Researcher functionality, allowing private-sector innovators to create profiles and contribute their own findings. This phase also saw the implementation of advanced security hardening, including quarterly penetration testing and real-time network threshold monitoring, ensuring the repository could scale securely as the primary knowledge hub for the Republic.

Open access and interoperability framework:
To ensure the Republic’s research benefits the global scientific community, we architected the system on open standards. By ensuring OpenAPI compliance and integrating RSS feeds, the repository allows for seamless data syndication and third-party integration, making the MRIC’s findings discoverable and usable by international research engines and innovators.
Advanced discovery & search module:
Clavis Tech implemented a powerful search engine utilizing Boolean logic and metadata filtering. This allows users to navigate deep folder hierarchies and find research papers, media, or datasets via keywords and automated suggestions instantly.
Multi-tier submission workflow:
To ensure quality control, the team built a submission module with distinct user roles. Institutional Publishers and independent researchers can upload content, which then passes through an Administrative Approval Workflow before becoming public, ensuring all data meets MRIC standards.
AI-powered intelligent crawlers:
We embedded AI-driven backend crawlers that proactively scan global scholarly databases for emerging research and technological trends. These intelligent bots automatically index and surface relevant external data, providing the public with a comprehensive, 360-degree view of the global innovation landscape.
Security & integrity layer:
Leveraging security-first framework, the team integrated SAML/LDAP authentication, DAST/SAST testing, and encryption for data both at rest and in transit (HTTPS). This module includes a real-time network threat mitigation system to prevent SQL injection and unauthorized manipulation of data.
Management & analytics dashboard:
A comprehensive backend module was created for MRIC administrators to manage users, monitor platform health, and track the impact of published research through granular application logging and analytics.
